In a bowl, add the shrimp along with the cornstarch. Mix so that each shrimp is coated evenly in the cornstarch.
Heat a skillet over medium-high heat. Add vegetable oil and shallow fry the shrimp on each side so it's golden. Do not overcrowd the shrimp. Fry in batches.
Remove the shrimp and set aside. Drain any excess oil from the pan and put it back on the stove.
Over medium heat, add the butter, olive oil, minced garlic, red pepper flakes, honey, chili powder, salt, black pepper, and rice vinegar. Mix all together and bring to a simmer. Once simmering, add 2 more tablespoons of butter and mix together.
The sauce will thicken up and then it's time to toss back in the shrimp. Take it off the heat and toss the sauce with the shrimp.
Garnish with lots of cilantro and/or green onion and enjoy!
